Rule Promulgation Notice

Notice:

The Arkansas Secretary of State shall promulgate rules and forms pursuant to Act 633 of the 91st Arkansas General Assembly’s Regular Session of 2025 and by Amendment 51 § 7 of the Arkansas Constitution. This rule furthers the objectives and mandates placed upon the Arkansas Secretary of State’s office by § 7 of Amendment 51 of the Arkansas Constitution by requiring the Arkansas Secretary of State to submit the names of suspected non-citizens to the United States Customs and Immigration Service’s Systematic Alien Verification for Entitlement (SAVE) service in order to verify if any of the named individuals are non-citizens which are registered to vote.

Public comments can be sent to legal@sos.arkansas.gov and a public comment hearing shall be held if twenty-five (25) persons or an organization of 25 or more persons requests an oral hearing for public comment pursuant to Ark. Code Ann. § 25-15-204 (a)(2)(B).
