Combatting Foreign Influence
The Combatting Hostile Influence Rule is a rule promulgated by the Arkansas Secretary of State to ensure transparency in Arkansas politics. The rule, mandated by and following Act 998 of the 2025 session, ensures that any foreign-supported political organization, hostile foreign principal, agent of a hostile foreign principal, or anyone serving a hostile foreign principal or nation must register with the Arkansas Secretary of State.
The rule allows for the Arkansas Secretary of State to receive notice and complaints from our citizens for violations of the rule.
The Arkansas Secretary of State has the power to investigate alleged violations, hold administrative hearings, and to assess penalties for noncompliance upon those who have been found to be working for the enemies of our nation.
