Registering to vote in Arkansas is a simple process. You can
register on an Arkansas
Voter Registration Application or you can register through the Federal
Post Card Application (FPCA). The
FPCA is a form provided by federal law to permit members of the
U.S. armed forces and merchant marines, their dependents and
U.S. citizens abroad to vote by mail

To Apply to Register to Vote on an Arkansas
Voter Registration Application:
- You must be a U.S. citizen and an Arkansas resident.
- You must be age 18 before the next election within
the county.
- You must not presently be adjudged mentally incompetent
by a court of competent jurisdiction.
- You must not have been convicted of a felony without
your sentence having been discharged or pardoned.
- You must not claim the right to vote in another county
or state.
Notice:
If you supply your Social Security Number, it will remain CONFIDENTIAL
and will not be disclosed to anyone other than voter registration
officials. This number will not be published on any voter registration
list.

it with your Arkansas Voter Registration Application.

The Federal
Post Card Application (FPCA) is a form provided by federal
law to permit members of the U.S. armed forces and merchant
marines, their dependents and U.S. citizens abroad to vote
by mail and, if necessary, to file for voter registration.
However, it is not necessary for members of uniformed services,
merchant marines and citizens residing outside the United States
to register to vote. FPCA’s may be obtained by eligible voters from voting assistance officers within their branch of service, from a U.S. consulate or embassy, or from the Federal Voting Assistance Program of the Department of Defense.
To Apply to Register to Vote in Arkansas:
- You must be a U.S. citizen and an Arkansas resident
30 days prior to an election.
- You must be age 18 before the next election within
the county.
- You must not presently be adjudged mentally incompetent
by a court of competent jurisdiction.
- You must not have been convicted of a felony without
your sentence having been discharged or pardoned.
- You must not claim the right to vote in another county
or state.

Choose One of the Following To Vote Absentee in Arkansas:
- Submit a Federal Post Card Application, which may be obtained from your Voting Assistance Officer, U.S. Embassy, or on the FVAP website.
- Request an Application for Absentee Ballot by contacting the County Clerk in your county of residence.
- Submit a postcard or letter to your local county
clerk requesting an absentee ballot. (Request must include name, permanent address, and mailing address.)
Qualifications:
To be qualified to vote an absentee ballot, you must meet one
of the following criteria:
- You will be unavoidably absent from your polling site on
election day, OR
- You will be unable to attend your polling site on election
day due to illness or physical disability, OR
- You are a member of the U.S. armed forces, merchant marines
or the spouse or a dependant family member, OR
- A U.S. citizen whose temporary residence is in Arkansas
but is temporarily living outside the territorial limits of
the United States.
Applying to Vote Absentee:
To request an Application for Absentee Ballot, please contact
the County Clerk in your county of
residence, i.e. the county in which you are registered to vote.
Under the provisions of the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), the Federal Voting Assistance Program (FVAP) also provides a “back-up” ballot, called the Federal Write-In Absentee Ballot, or FWAB. The FWAB serves as an emergency ballot to be used by a uniformed services voter who is absent from his or her voting jurisdiction or by a citizen residing outside the United States who did not receive his or her regular ballot. If you complete the Federal Write-In Ballot and later receive a standard ballot, you should complete the standard ballot, as well. In the event that the election commission in your home county receives both ballots from you, they will only count the standard ballot.
Absentee Voting
Deadline for Submission of Application:
- In Person: by close of business the day BEFORE
the election
- By Designated Bearer: by close of business
the day BEFORE the election
(Designated Bearer is anyone you choose to pick up or deliver
your application or ballot)
- By Mail or Fax: by 7 days before the election
- By Authorized Agent: by 1:30 p.m. ON election
day.
The authorized agent must file with the County Clerk an affidavit
from the administrative head of a hospital or nursing home located
in this state verifying that the applicant is a patient of the hospital
or nursing home and is thereby unable to vote on the election
day at his or her regular polling site.
Deadline for Ballot Pickup:
- By Designated Bearers: no earlier than 15 days before a preferential
or general election and no earlier than 7 days before a runoff
- By Anyone Else: no deadline specified in Arkansas law. You should
base your ballot pick up on the ability to return it to the County
Clerk on time.
Note: On your application you may designate how you wish to
receive your ballot: by picking it up in person, by mail, or
bearer (a relative, authorized agent or designated bearer).
Deadline for Delivery of Voted Ballot to County Clerk:
- In Person: by close of business the day BEFORE the election
- By Designated Bearer: by 7:30 p.m. ON election day
- By Mail: received at clerks office by 7:30 p.m. ON election day
You may NOT fax a ballot. Uniformed and overseas citizens must vote their ballot by Election Day, and it must be received by their county clerk by 10 days after the election.
