LEGAL DIVISION Associate Legal Counsel

The agency is looking for an Assistant Counsel who assists the General Counsel in advising the Secretary, Deputy Secretaries, and Division directors of the agency concerning legal rights, responsibilities and obligations by performing the following duties:
*Study constitutions, statutes, and ordinances affecting the agency
*Study decisions of judicial and quasi-judicial bodies affecting the agency
*Interpret laws, rulings, and regulations affecting the agency
*Represent Secretary of State in litigation and other legal proceedings.  Draft correspondence, motions, briefs, answers and other pleadings as needed.
Draft proposed legislation as needed.
Track proposed legislation through committees and General Assembly as needed.
*Attend legislative committee meetings as needed.
*Assist with supervisory responsibilities for Legal Division staff in accordance with agency policies and applicable law.

*Juris Doctorate degree.  License to practice law in the State of Arkansas.  Be a qualified elector in the State of Arkansas.  Have valid drivers' license.
ABILITY TO:  read, analyze, and interpret professional journals, financial reports, legal documents.  Respond to inquiries/complaints from citizens, regulatory agencies and legislators.  Write proposed legislation that conforms to prescribed style and format.  Present information (orally and in writing) to agency management, public groups and legislators.  Define problems, collect data, establish facts, and draw valid conclusions based on data.
