Elections Database Engineer

                                                                                                
Under the direction of the Elections Director, the database engineer is responsible for maintaining the integrity of agency databases and associated applications by directing the implementation and maintenance of the state’s new centralized voter registration software system. 

This position participates in analyzing requirements, development, customization, integration, implementation, and administration of various agency databases and associated applications.  Also, performs database and software activities to ensure the highest level of systems performance and availability, upholding compliance with the Help America Vote Act, federal and state laws
 
Plans and evaluates the impact of database and software modifications, system maintenance; and creates documentation, standards, and procedures to ensure a high level of systems performance, and to facilitate cross-utilization of database resources.  Provides on-call technical support as needed.

Bachelor’s degree in computer science, engineering, or a related field;  knowledge of the principles and techniques of computer systems and various computer languages and applications (Access and Oracle, SQL); procedures analysis; design; and system development is required.  A minimum of five years experience in computer systems, design, and analysis is required.  Extensive experience may be substituted for college degree.  This job does not have any supervisory responsibilities.

Candidate will work closely with the Deputy of Elections, Director of Elections, and other agency employees, as well as county officials and vendors on some occasions.  Good interpersonal, organizational, and communications skills are necessary.  Must be able to work effectively in a team environment as a facilitator and team member. 

Accountant

TYPICAL FUNCTIONS

Performs a wide variety of accounting tasks in the 150-person Office of the Arkansas Secretary of State. As part of a small professional team, the accountant will need to be flexible but may need to work on reporting, A/P, A/R, reconciliation and other tasks as needed by the group.

KNOWLEDGES, ABILITIES, AND SKILLS

Knowledge of Generally Accepted Accounting Principles and Practices or GASB Principles.  Ability to analyze data and resolve problems. Ability to evaluate the operation of the accounting system and internal controls and recommend modification.  Ability to interpret and apply laws and regulations.  Willingness to follow instructions and work with other departments of the Office. Interact in a professional manner with office clients, vendors, peers and supervisors. Ability to learn a large number of accounting computer programs. Must be able to focus and prioritize work in a dynamic office.

MINIMUM QUALIFICATIONS

A bachelor's degree in accounting or business administration from an AACSB-accredited undergraduate school is required.  Work experience or other fields of study cannot be substituted for the educational qualification. Your school transcript will be required at the interview. A credit and background check is required prior to job offer.
